HB 4313 Summary

• Requires individuals 18 years or older to obtain an annual pheasant hunting license for $25.00 in addition to a base hunting license, effective March 24, 2021.

• Exempts hunters using licensed game bird preserves, hunting on private land (except hunting access program land), hunting on Upper Peninsula public land, and holders of lifetime licenses from the pheasant license requirement.

• Creates a pheasant subaccount in the game and fish protection account to receive 100% of pheasant license fee revenue for releasing live pheasants on state-owned land.

• Allows the pheasant subaccount to retain unspent funds without lapsing annually, with all remaining money transferred to the game and fish protection account on January 1, 2026.

• Repeals the pheasant licensing requirement effective January 1, 2026, making this a temporary 5-year program.
