Allows individuals to transport or possess loaded firearms in any vehicle, including ATVs and UTVs, on private land with permission of the owner or a lessee holding at least a 1-year lease.

Permits individuals holding a valid permit to hunt from a standing vehicle to carry uncased firearms with loaded magazines on personal assistive mobility devices if the action is open and the device is not moving.

Maintains existing restrictions on firearm transport in standard vehicles (cars and trucks) except in specified circumstances such as on sporting clays ranges or by disabled persons on licensed game bird hunting preserves.

Establishes definitions for key terms including "ATV," "UTV," "person with a disability," "personal assistive mobility device," and "uncocked" for purposes of the statute.

Preserves existing hunting safety requirements, including the 150-yard distance restriction from occupied buildings and dwellings when hunting with firearms.
