Permits the commission to issue orders allowing individuals to use pneumatic guns during open firearm hunting seasons for taking game.

Authorizes the department to issue permits to individuals with disabilities or physical limitations to use pneumatic guns during bow hunting seasons if a physician or medical professional certifies they cannot hold, aim, and shoot a bow or crossbow.

Adds new section 40111d defining pneumatic gun regulations and procedures for issuing permits to disabled hunters.

Establishes that permits may be issued under existing authority in section 40114 for disabled individuals to take game with modified equipment.

Takes effect 90 days after enactment and is ordered to take immediate effect.
