Amends the Auditor General Act (2003 PA 1) to expand the auditor general's authority to access and examine all state records, including confidential information and electronically stored data, from any state branch, department, office, board, commission, agency, authority, or institution.

Protects state officers and employees from civil or criminal penalties under state law when providing information requested by the auditor general, while the auditor general remains subject to the same confidentiality duties and penalties as the entity providing the information.

Grants the auditor general power to issue subpoenas, compel witness testimony, administer oaths, and enforce production of all books, accounts, documents, and records necessary for conducting audits and examinations.

Prohibits state officers and employees from restricting the auditor general's access to information based on the claim that it is being sought for audits of other state programs or agencies.

Establishes that the act does not permit access to attorney-client privileged information, executive privilege materials, or records subject to court orders prohibiting disclosure; takes effect immediately upon approval on December 20, 2019.
