HB 4342 Summary

• Allows school districts to employ individuals as substitute teachers without the standard 60 semester hours of college credit requirement if the individual is a family member of an enrolled pupil and holds a high school diploma or equivalency certificate.

• Permits continued employment of family member substitute teachers even after the related pupil is no longer enrolled in the district.

• Defines "family member" to include parents, guardians, siblings, grandparents, aunts, uncles, and cousins created by marriage or adoption.

• Requires school counselors to complete 25 hours of professional development in college preparation/selection and 25 hours in career counseling (including at least 5 hours on military career options) for credential renewal beginning February 6, 2020.

• Takes effect 90 days after enactment.
