HB 4390 Summary

• Prohibits use of firefighting foam containing intentionally added PFAS (perfluoroalkyl or polyfluoroalkyl substances) in any firefighter training required under the Firefighters Training Council Act.

• Requires firefighter training to include instruction on proper use, handling, and storage of firefighting foam concentrate, and best environmental and public health practices for containment, disposal, and decontamination following foam use (required through December 31, 2023).

• Allows firefighter training on foam handling and environmental practices to be delivered through video or online resources.

• Expands definitions of fire service positions and members to include airport rescue firefighters, plans examiners, public safety directors, hazardous materials responders, and technical rescue responders with specific National Fire Protection Association certifications.

• Takes effect 90 days after enactment with immediate effect provisions; approved by Governor on July 8, 2020 with effective date of October 6, 2020.
