Amends 1951 PA 35 to modify how group self-insurance pools provide motor vehicle security for municipal corporations and nonprofit public transportation corporations.

Changes language in Section 9 to clarify that a group self-insurance pool "is considered" a self-insurer for motor vehicle insurance rather than specifying particular sections of the Insurance Code.

Removes the requirement for members of motor vehicle self-insurance pools to apply for a certificate of self-insurance under the Insurance Code.

Requires group self-insurance pools providing motor vehicle security before January 1, 2022 to become members of the catastrophic claims association established under MCL 500.3104.

Takes effect January 1, 2022, contingent upon enactment of House Bill 4397 or Senate Bill (number not specified).
