Establishes a $280,000 cap on noneconomic damages in personal injury lawsuits arising from motor vehicle ownership, maintenance, or use.

Increases the cap to $500,000 for cases involving severe injuries: hemiplegia, paraplegia, quadriplegia with total permanent functional loss of one or more limbs caused by brain or spinal cord injury; permanently impaired cognitive capacity preventing independent life decisions and daily living; or permanent loss or damage to reproductive organs resulting in inability to procreate.

Requires courts to itemize damages into economic and noneconomic components, but prohibits courts and counsel from informing juries of the damage caps; courts must adjust awards to comply with the caps after jury verdict.

Directs the state treasurer to adjust damage caps annually to match limitations under section 1483, effective on the enactment date.

Takes effect 90 days after enactment, contingent on passage of Senate Bill No. ____ or House Bill No. 4397.
