Prohibits the sale or trade of finished drug products containing dextromethorphan (a cough suppressant) to minors, with an exception for prescription medications.

Requires retailers to obtain valid government-issued photo identification proving age before selling dextromethorphan products, unless the purchaser appears to be at least 25 years old.

Prohibits minors from purchasing dextromethorphan-containing products, except when obtained by valid prescription.

Establishes civil infraction penalties of up to $100 for sellers who violate the prohibition and up to $50 for minors who violate the purchase prohibition.

Preempts local ordinances and prevents counties, cities, villages, or townships from enacting conflicting or additional regulations on dextromethorphan sales and distribution; effective July 1, 2020.
