HB 4414 Summary

• Establishes the "Suicide Fatality Review Act" allowing each Michigan county to create a suicide fatality review task force to examine suicides in their jurisdiction.

• Requires task forces to consist of at least 7 members representing medical examiners, law enforcement, the Department of Health and Human Services, healthcare, mental health, local health departments, suicide survivors, schools, higher education institutions, and organizations serving older adults.

• Makes all information obtained by task forces confidential and exempt from public disclosure, Freedom of Information Act requests, and subpoenas, except documents available from other sources.

• Permits task forces to disclose information relevant to criminal investigations to prosecutors and law enforcement, and information related to child abuse to the Department of Health and Human Services.

• Allows task forces to release de-identified, aggregated data and findings to the public and health officials to improve public health, while protecting all identifying information about deceased individuals and families.
