• Department must publish annual aggregate statistical reports summarizing gestation periods, abortions on minors, and complications, with county-level data permitted but no identifying information.

• New section 2839 allows any individual with knowledge of abortion-related injuries or deaths to file a "notice of compliance form" with the department, treating physician, and health facility within 1 year; department must verify reports and provide responses within 90 days.

• Penalties increased from felony (3 years/$5,000) to misdemeanor (1 year/$1,000) for unlawful disclosure of confidential abortion information; false filings also punishable as misdemeanor.
