Amends the Police Officer's and Fire Fighter's Survivor Tuition Grant Act to add new definitions including "gift aid," "occupational disease," and "traumatic injury."

Modifies the tuition grant calculation to equal a student's eligible tuition less all other gift aid available to the eligible student, rather than the previous method of calculating only tuition not covered by other sources.

Changes the financial need requirement so that institutions must certify the student's eligible tuition expenses exceed total other gift aid available, removing previous restrictions related to family income thresholds and death benefit exclusions.

Maintains existing eligibility requirements including state residency for 12 consecutive months, first application before age 26 for children of deceased officers/firefighters, satisfactory academic progress, and a maximum of 9 semesters of grant assistance.
