Prohibits carrying daggers, dirks, stilettos, double-edged stabbing instruments, and other dangerous weapons concealed or in vehicles, except hunting knives, unless on own property, in dwelling house, or place of business.

Requires a concealed pistol license to carry a pistol concealed or in a vehicle, except on own property, in dwelling house, or place of business.

Establishes a civil fine of $330.00 for violating concealed pistol licensing requirements if the person's license expired within 1 year prior, they are eligible to renew, and it is their first violation in that 1-year period.

Allows the civil fine to be waived if the person obtains a renewal license within 60 business days of the violation.

Establishes a misdemeanor penalty of up to 90 days imprisonment or $500.00 fine for second or subsequent violations of concealed pistol licensing requirements within the same 1-year period when license has expired.
