Amends the Michigan Freedom of Information Act (1976 PA 442) to require state agencies to publish final orders, decisions, promulgated rules, and written policy statements in electronic format or other appropriate forms.

Clarifies that publications may be made available through electronic format, pamphlets, loose-leaf materials, or other printed matter at the agency's discretion.

Protects individuals from adverse effects or penalties when state agencies fail to properly publish and make available required documents, provided the person had no actual and timely notice of the terms.

Allows individuals to file actions in the Court of Claims to compel state agency compliance and recover reasonable attorneys' fees, costs, and disbursements if the court finds non-compliance.

Takes effect immediately upon approval on March 3, 2020.
