Caps labor costs at the hourly wage of the lowest-paid employee capable of performing the work, charged in 15-minute increments rounded down, with up to 50% added for fringe benefits.

Limits paper copy fees to 10 cents per sheet and requires public bodies to use the most economical copying methods available, including double-sided printing when cost-effective.

Requires public bodies to establish written procedures and guidelines, post them on websites when available, and provide detailed itemized fee breakdowns explaining all six fee components to requestors.

Imposes a 5% daily reduction in labor charges (up to 50% maximum) if a public body fails to respond timely to FOIA requests that clearly indicate they are freedom of information requests.
