HB 4451 Summary

• Requires health insurers in Michigan to allow refills of prescription eyedrops without denial of coverage if 23 days have passed since the original prescription or most recent refill was distributed to the insured.

• Permits refill coverage if either the insured has used 75% of a 30-day supply dosage units according to prescriber instructions, or if 23 days have elapsed since distribution.

• Applies only when the prescriber indicates on the original prescription that additional quantities are needed and the eyedrops are covered under the health insurance policy.

• Becomes effective 90 days after enactment for health insurance policies delivered, executed, issued, amended, adjusted, or renewed in Michigan or outside Michigan if covering Michigan residents.

• Took immediate effect upon approval by the Governor on December 4, 2019.
