Establishes the "Michigan Opportunity Initiative Act" to provide tuition assistance to eligible undergraduate students attending community colleges (Phase I) and 4-year universities (Phase II) in Michigan.

Phase I covers students at eligible community colleges who are state residents, have high school diplomas or equivalency certificates, and enroll full-time within one year of graduation; assistance covers tuition and mandatory fees minus other gift aid, limited to 3 years or 60 credits.

Phase II covers students at eligible universities with 3.0+ high school GPA, household income not exceeding $80,000, and state residency; assistance capped at lesser of actual tuition/fees minus other gift aid or $2,500 annually, limited to 2 years or 60 credits.

Requires participating institutions to comply with tuition rate increase restraints, participate in transfer agreements, and establish success-coach programs with campus advisors to support student success and academic planning.

Authorizes the Department of Talent and Economic Development to administer the program and promulgate implementing rules; funding intended to come from the Talent Investment Fund upon appropriation.
