Amends section 105 of the 2016 skilled trades regulation act (2016 PA 407) to revise definitions applicable to occupational licensing and regulation.

Adds clarification that "limitation" on a license includes conditions restricting scope of practice, such as geographic area limitations, time restrictions, restitution requirements, financial reporting obligations, and bonding requirements.

Defines key terms including "enforcing agency," "formal complaint," "good moral character," "incompetence," "knowledge and skill," and "general public" for purposes of skilled trades regulation.

Takes effect 90 days after enactment (April 4, 2021), contingent on House Bill 4488 of the 100th Legislature being enacted into law.

Applies to Michigan's regulation of skilled trades occupations and the boards created to oversee them under the 2016 act.
