Allows design-builders employing licensed architects or professional engineers to prepare plans and supervise construction of school buildings, in addition to traditional licensed architects and engineers.

Defines "design-build construction services" to include sequential or concurrent design and construction methods with qualifications-based or best-value selection processes.

Requires design-builders to directly supervise construction, review materials, and review completed phases of school building construction.

Permits design-builders to self-perform part of construction work if agreed to in writing by the school district and allows subcontractor selection based on qualifications alone or qualifications combined with price, but not price alone.

Changes references from "shall" to "must" throughout the statute and updates the definition of "department" from Department of Labor and Economic Growth to Department of Talent and Economic Development.
