Commission shall adopt and post a standardized accessibility symbol design on the Department of Civil Rights website that depicts a dynamic wheelchair user leaning forward with a sense of movement.

New symbol design must provide contrasting backgrounds (light symbol on dark background or vice versa), maintain substantially equivalent accessibility to the current international symbol of access, and be simple without secondary meanings.

Beginning 1 year after enactment, all new placements or replacements of accessibility signs required by state or local law must use the new design; non-required placements are encouraged to use it.

Commission and Department of Civil Rights shall encourage removal of the word "handicapped" from state and local government signs and communications, excluding any civil or criminal enforcement actions.

Bill takes effect 90 days after enactment and is contingent on passage of Senate Bill No. ____ or House Bill No. 4517.
