HB 4547 Summary

• Expands eligibility for students to enroll in postsecondary courses under Michigan's postsecondary enrollment options program by allowing students with a 2.5 grade point average to participate in eligible courses beginning after April 30, 2020 through the 2020-2021 academic year, regardless of standardized test scores.

• Exempts students from standard subject-area readiness assessment requirements if they have at least a 2.5 GPA and are enrolled in eligible courses during the specified timeframe, including courses offered during summer break.

• Maintains course enrollment limits (10 courses overall) and payment requirements where school districts or the state covers tuition and mandatory fees based on the prorated statewide pupil-weighted average foundation allowance.

• Requires eligible postsecondary institutions to notify students and their schools within a reasonable time after registration, specifying enrolled courses, hours, and estimated eligible charges to be billed.

• Becomes effective immediately upon enactment on July 8, 2020.
