Defines "memorandum of understanding" as an informal agreement between the state and another party that does not impose contractual duties or obligations.

Requires memoranda of understanding signed by the governor that apply after the governor leaves office to remain in effect for successive governors until explicitly rejected or until they expire by their own terms.

Mandates copies of all gubernatorial memoranda of understanding be filed with the Office of the Great Seal within the Michigan Department of State and made available to the public.

Requires the Department of State to file copies of each memorandum of understanding with both houses of the legislature and provide them to the senate majority and minority leaders and the speaker and minority leader of the house of representatives.
