Establishes a voluntary "Fair and Festival Carnival Safety Partnership Program" administered by the Michigan Department of Agriculture and Rural Development to recognize agricultural fairs and festivals meeting health and safety standards for patrons.

Requires the director to promulgate rules establishing eligibility standards including demonstrated compliance with state and federal safety laws, promotion of carnival rider health and safety awareness, and designation of a safety representative responsible for compliance.

Allows fair and festival owners or operators to apply for partnership recognition by paying a non-refundable fee not to exceed $300, signing an agreement to uphold partnership standards, and meeting all eligibility requirements.

Designates approved partnerships as valid for 3 years from approval date, with option to renew through the same application process.

Requires the department to provide awarded fairs and festivals with promotional banners and materials displaying "Fair and Festival Carnival Safety Partner" designation, and to maintain a public webpage listing all recognized safety partners.
