Allows sponsors operating community cat programs to release cats prior to expiration of required holding periods for stray animals.

Shields sponsors and community cat caretakers from being considered owners or possessors of community cats, and exempts cat release after sterilization and vaccination from abandonment laws.

Requires sponsors and caretakers to maintain sterilization and rabies vaccination records for at least 3 years and make reasonable efforts to trap socialized kittens for adoption and arrange veterinary care for sick or injured cats.
