Requires city, village, or township approval before granting a temporary license for an adult foster care facility if the license would substantially contribute to excessive concentration of community residential facilities in that jurisdiction.

Prohibits temporary licenses for adult foster care facilities serving more than 6 adults unless the facility has obtained required zoning approval or special/conditional use permits from local authorities.

Defines "excessive concentration" as more than 1 community residential facility within 200 feet of each other, more than 2 facilities within 500 feet of each other, or any other concentration deemed excessive by the local city, village, or township.

Exempts applicants who have purchased a facility that was already licensed under this act at the time of purchase or for 1 year preceding the application.

Removes a previous requirement that facilities comply with specific sections of Michigan Acts 183, 184, and 207 related to local land use regulations.
