Adds Lyme disease and tickborne illness diagnostic and treatment services to the list of medical services covered under Michigan's Social Welfare Act for eligible individuals.

Requires clinical laboratories performing creatinine tests on eligible individuals to include glomerular filtration rate (eGFR) in lab reports and report it as a percentage of kidney function remaining.

Maintains existing Medicaid coverage for hospital services, physician services, nursing home services, pharmaceutical services, psychiatric care, and substance use disorder treatment.

Requires the department director to notify the legislature's appropriations committees and the public of any proposed changes to reimbursement methods or levels that would increase or decrease payments by 1% or more within 12 months.

Extends the limitation on county nursing home facility reimbursement rate increases to December 31, 2022, with subsequent annual increases capped at $1.00 per patient day.
