Appropriates $28,500,000 in federal revenues for child development and care public assistance under the Department of Education's Michigan Office of Great Start for fiscal year 2019.

Increases hourly reimbursement rates for child care providers based on star ratings: unrated providers receive $0.15/hour increase; 1-star providers receive $0.35/hour; 2-star providers receive $0.45/hour; 3-star providers receive $0.50/hour; 4-star providers receive $0.70/hour; and 5-star providers receive $0.80/hour per child.

Applies the same tiered reimbursement rate increases to group home providers and registered family home providers based on their respective star ratings.

Increases hourly reimbursement rates for unlicensed providers: tier 1 providers receive $0.25/hour increase and tier 2 providers receive $0.75/hour increase per child.

Requires the Department of Education to publish final provider reimbursement rates on department and Great Start to Quality webpages by the effective date of the new rates; repeals Section 1002 of Article VI of 2018 PA 207.
