Increases minimum funding for home visits to at-risk children and families from $2,500,000.00 to $5,500,000.00, adding $3,000,000.00 for evidence-based early literacy and school readiness services.

Requires intermediate districts to convene Great Start collaboratives and parent coalitions focused on achieving child health and developmental outcomes from birth through age 8, with workgroups addressing physical health, social-emotional health, family supports, parent education, and early education.

Mandates intermediate districts submit annual reports by December 1 evaluating home visit services and outcomes, with the department compiling summaries for legislative appropriations subcommittees and fiscal agencies by February 15.
