Contractors must provide written contracts with owners or lessees for residential improvements, with all amendments and additions also in writing.

Contracts must include statements in readable type identifying licensing requirements for residential builders, maintenance/alteration contractors, electricians, plumbing contractors, and mechanical contractors, and confirming the contractor holds the required license with license number displayed.

Licensed contractors must display their license and personal identification (operator's license, chauffeur's license, or personal ID card) when recording a claim of lien, or attach copies of these documents if filing in person is not possible.

Registers of deeds cannot accept a claim of lien from a required-to-be-licensed contractor unless the contractor displays or attaches copies of their license and personal identification as specified.

Contractors who violate this section are guilty of a misdemeanor punishable by up to 90 days imprisonment or a fine of up to $500, or both; the act takes effect 90 days after enactment.
