Establishes a new licensure program for acupuncturists in Michigan, requiring individuals to be licensed under part 165 to practice acupuncture beginning on the effective date of promulgated rules.

Creates a 13-member Michigan Board of Acupuncture consisting of 7 acupuncturists, 3 physicians licensed under parts 170 or 175, and 3 public members to oversee the licensure program.

Sets licensing fees including a $75 application processing fee, $200 annual license fee, $200 limited license fee, and $200 temporary license fee for acupuncturists.

Allows registered acupuncturists a 36-month transition period from the effective date of rules to continue practicing without a new license, and permits certain physicians and other licensed health professionals to practice acupuncture within their scope of practice.

Requires the department to promulgate rules within 12 months establishing minimum licensure standards and may adopt professional standards recognized by the National Commission for Certifying Agencies.
