Establishes a civil infraction with a $330 fine for driving with an expired operator's license if the driver is eligible to renew.

Eliminates the $330 civil fine if the driver renews their license within 60 days of the violation.

Creates a misdemeanor offense punishable by up to 90 days imprisonment and/or a $500 fine for a second or subsequent violation of driving with an expired license when the driver is eligible to renew.

Requires residents holding a commercial driver's license from another state to apply for a license transfer within 30 days of establishing Michigan domicile.

Maintains existing requirements that drivers must surrender all valid licenses from other states before receiving a Michigan license and cannot hold more than one valid driver's license.
