Amends the State School Aid Act of 1979 to change appropriations language from fiscal year 2019 to fiscal year 2020, effectively creating a zero-dollar appropriations bill for FY 2020.

Reduces appropriations for K-12 public schools from $12.9 billion to $100.00 from the state school aid fund and general fund for FY 2020.

Reduces community college appropriations from $408.2 million to $100.00 and eliminates individual allocations to 28 community colleges for FY 2020.

Reduces higher education appropriations from $1.67 billion to $100.00, eliminating specific funding for 15 public universities and all grants and financial aid programs for FY 2020.

Maintains the installment payment schedule for district and intermediate district fund distributions under section 17b without substantive changes.
