Designates eight specific state and county-owned parks and recreation areas in Michigan as dark sky preserves, including Lake Hudson, Wilderness State Park, Port Crescent State Park, Rockport State Recreation Area, Negwegon State Park, Thompson's Harbor State Park, Dr. T. K. Lawless Park, and Headlands International Dark Sky Park.

Prohibits establishment of dark sky preserves in Michigan's Upper Peninsula.

Requires outdoor lighting in state-owned dark sky preserves to be installed only when necessary for safety, security, or reasonable property use, and must not unreasonably interfere with nighttime activities requiring darkness such as night sky enjoyment and wildlife photography.

Mandates all outdoor lighting in state-owned dark sky preserves be directed downward, use fully shielded fixtures when possible, and employ motion sensor fixtures rather than continuous lighting when practical.

Clarifies that dark sky preserve designation does not restrict land use or recreation activities, including motorized and nonmotorized recreation, within the preserved areas.
