Establishes legislative intent that noncitizen students meeting specified requirements are eligible to pay resident tuition at Michigan public universities receiving state appropriations.

Requires noncitizen students to attend a public or private high school in Michigan for 3 or more years and graduate from or receive equivalent of a high school diploma from a Michigan high school.

Allows eligibility for noncitizens who are not classified in federal immigration categories under 8 USC 1101(a)(15), or who have DACA (Deferred Action for Childhood Arrivals) status.

Requires noncitizens without lawful immigration status to file an affidavit stating they have filed or will file an application for lawful permanent residence with U.S. Citizenship and Immigration Services.

Mandates that public universities keep confidential any information obtained about students who qualify under this provision.
