Adds electric vehicle charging station operators to the regulatory framework by amending the act's title to include "electric vehicle charging station operators" alongside alternative energy suppliers.

Excludes electric vehicle charging station operators from the definition of "alternative electric supplier" and "electric utility," establishing them as a distinct regulated entity not subject to public utility regulations.

Requires electric vehicle charging station operators to obtain and maintain a license issued by the Michigan Public Service Commission under new licensing procedures established in subsection (2) of section 10q.

Imposes licensing requirements on electric vehicle charging station operators including maintaining an in-state office, demonstrating financial and technical capabilities, maintaining commission-required records, remaining accessible to the commission and customers, and collecting applicable taxes.

Permits electric vehicle charging station operators to own, construct, and operate electric vehicle charging stations, while prohibiting non-utilities from owning electric distribution facilities or metering equipment except for self-service power providers and charging station operators.
