Modifies the order of priority for personal protection insurance benefit claims when a motorcycle operator or passenger is injured in an accident involving a motor vehicle.

Changes the priority sequence so that claims are first directed to the motor vehicle insurer of the motorcycle operator, then to the motor vehicle insurer of the motorcycle owner or registrant, followed by the motor vehicle insurers of the vehicle operator and owner/registrant involved in the accident.

Corrects grammatical language by changing "suffering" to "who suffers" in subsections (2), (4), and (5).

Adds definitions for "transportation network company digital network" and "transportation network company prearranged ride" with reference to the 2016 PA 345 act.

Maintains existing provisions regarding personal protection insurance coverage for household members, employees, and passengers in various types of vehicles and transportation services.
