Eliminates the upper cap of $8.25 and establishes a minimum of $4.50 per case that the Michigan Liquor Control Commission may pay spirits vendors as an offset for warehousing and distribution costs.

Changes "on-line" to "online" in the ordering system provision and updates language requiring authorized distribution agents to maintain and make available contracts to the commission "on request" rather than "upon request."

Allows the per-case offset to be increased annually each January by the state administrative board to reflect reasonable increases in authorized distribution agent warehousing and delivery costs.

Specifies that the per-case offset payment is not included in the cost of purchasing spirits and is exempt from the commission's markup, special taxes, and state sales tax.

Clarifies that "case" means a container holding twelve 750 ml bottles of spirits or other standard industry containers.
