Provides exemptions from competitive bidding requirements for emergency situations, public health/safety threats, and declared states of emergency or disaster.

Establishes a goal for the Department of Management and Budget to award at least 5% of annual expenditures to qualified disabled veterans, with annual reporting to the legislature on progress toward this goal.

Prohibits state contracts with persons engaged in boycotts of strategic partners, with exceptions for bona fide business reasons and compliance with applicable law.
