Establishes a waiver of vital record fees for homeless individuals who meet the U.S. Department of Housing and Urban Development's category 1 homeless definition and present required documentation.

Requires homeless applicants to submit a verification letter on official letterhead from a public service agency and a photo identification card generated from the HUD homeless management information system to receive a free certified copy of their vital record.

Allows the state registrar to verify homeless status information with the issuing agency before releasing the vital record.

Maintains existing fee structures for all other vital record searches and copies, with fees ranging from $12.00 to $42.00 depending on the type of record and service requested.

Took effect immediately upon the Governor's approval on October 7, 2019.
