Changes references from "a person who" to "a person that" and "an individual" in multiple subsections of the Large Carnivore Act to clarify grammatical language.

Exempts non-residents of Michigan who are only traveling through the state from sections 4, 5, and certain provisions of sections 6, 8, and 14.

Establishes exemptions for class C licensed facilities conducting for-profit or nonprofit animal exhibition businesses, provided they meet USDA standards and prohibit direct patron contact with large carnivores over 20 weeks of age.

Allows limited patron contact with bears under 36 weeks old or weighing 90 pounds or less at licensed facilities if the operator possessed such a bear on March 26, 2013 or acquired an existing business.

Permits facilities meeting subsection (5) requirements to breed up to 4 black bear sows per year under specified conditions regarding animal transfers, breeding purposes, and humane treatment standards.
