Extends the sunset date for the ambulance quality assurance assessment program from October 1, 2019 to October 1, 2023.

Maintains the ambulance assessment cap at a maximum of $20,000,000 in annual collections for Medicaid ambulance provider reimbursement.

Changes capitalization of "Healthy Michigan Plan" to "Healthy Michigan plan" in subsection (12)(i) for consistency with statutory style.

Allows the ambulance quality assurance assessment to continue only if it remains eligible for federal matching funds.

Requires the department to implement the ambulance assessment in compliance with federal requirements to ensure federal matching fund eligibility.
