• Amends the definition of "historic vehicle" in Michigan's vehicle code (1949 PA 300, MCL 257.20a) to clarify that vehicles over 25 years old owned as collector's items for club activities, exhibitions, tours, and parades qualify as historic vehicles.

• Adds new Section 30d defining "military surplus vehicle" as a high mobility multipurpose wheeled vehicle (Humvee/HMMWV) that meets specific requirements including being manufactured by or under direction of the U.S. Armed Forces.

• Military surplus vehicles must comply with federal safety standards 49 CFR 571.7 and MIL-STD-1180B, be authorized for civilian sale, and pass TR-54 safety inspection to qualify under the historic vehicle classification.

• Extends historic vehicle designation to include military surplus vehicles over 25 years old, making them eligible for the same collector vehicle treatment as other historic vehicles.

• Takes effect 90 days after enactment into law.
