Extends the sunset date of various motor vehicle registration and title fees from October 1, 2023 to December 31, 2023 for tire disposal surcharges, and maintains October 1, 2023 for most other fees including those for the transportation administration collection fund and traffic law enforcement safety fund.

Modifies motorcycle registration fees, increasing the amount placed in the motorcycle safety fund from $3.00 to $5.00 per motorcycle registration beginning February 19, 2019.

Increases vehicle registration taxes for certain motor vehicles starting January 1, 2017, with hybrid electric vehicles paying an additional $30.00-$100.00 depending on weight, and nonhybrid electric vehicles paying $100.00-$200.00.

Adjusts registration tax schedules for new passenger motor vehicles and trucks effective January 1, 2017, with increased tax amounts across multiple weight and price categories.

Authorizes the secretary of state to charge market-based fees for commercial look-up services of driver and vehicle records, with fees credited to the transportation administration collection fund.
