Creates a law enforcement awareness grant program within the department to help local governments recruit police officers from women, minorities, and historically underrepresented groups.

Grants require 1-to-1 matching funds from local governments and are capped at $50,000 per local government per fiscal year.

Eligible units of local government are cities, villages, or townships with populations of 80,000 or more.

Grant funds may be used for educational programs, marketing events, transportation, food, child care, and targeted advertising to promote law enforcement careers to qualified demographic groups.

Appropriates $500,000 from the general fund for fiscal year ending September 30, 2019, with annual reporting requirements to the governor and legislature on program participation and outcomes.
