Amends Michigan's 1951 Transportation Act to modify asset management requirements for road agencies statewide.

Requires local road agencies responsible for 100 or more certified miles of road to submit asset management plans to the Transportation Asset Management Council by October 1, 2024, covering at least 3 years.

Asset management plans must include asset inventory, performance goals, risk analysis, anticipated revenues and expenses, performance outcomes, and coordination with other infrastructure owners.

Beginning October 1, 2025, local road agencies failing to demonstrate progress toward condition goals for federal-aid eligible roads may be prohibited from shifting funds between primary and local road systems until compliance is achieved.

Requires the Transportation Asset Management Council to submit annual reports to the Michigan Infrastructure Council and legislature by May 2 each year, summarizing asset management plans and investment outcomes.
