Prohibits setting aside convictions for felonies with maximum punishment of life imprisonment or attempts to commit such felonies.

Prohibits setting aside convictions for specified sexual assault offenses under Michigan Penal Code sections 136b(3), 136d(1)(b) or (c), 145c, 145d, 520c, 520d, and 520g, and for section 520e violations occurring on or after January 12, 2015.

Prohibits setting aside convictions for operating while intoxicated, commercial motor vehicle violations, and traffic offenses resulting in injury or death.

Prohibits setting aside felony domestic violence convictions if the person has a prior misdemeanor domestic violence conviction, and prohibits setting aside violations of drug-related and firearm-related offenses under former sections 462i, 462j and chapters LXVIIA and LXXXIII-A.

Takes effect April 11, 2021, contingent upon enactment of HB 4980, 4982, 4983, 4984, 4985, and 5120.
