Amends Michigan Public Health Code section 16226 to establish a comprehensive sanctions table outlining penalties for various health professional licensing violations, ranging from reprimands and fines to license suspension, revocation, and permanent revocation depending on the violation type.

Permits disciplinary subcommittees to impose fines up to $250,000 for violations of section 16221(a) or (b), with a mandatory minimum fine of $25,000 if the violation results in patient death.

Requires permanent revocation for violations of section 16221(b)(xiii) when the licensee was acting within their licensed health profession; permanent revocation otherwise requires finding a pattern of intentional fraud or deceit for personal gain causing patient harm.

Limits fines for section 16221(y) violations to a maximum of $250 per violation.

Becomes effective only upon enactment of companion bills HB 4459, HB 4460, and HB 4990 of the 100th Legislature; took effect immediately upon governor approval on October 22, 2020.
