Prohibits the Michigan Department of Health from promulgating or enforcing any rule that bans the sale, manufacturing, or use of vapor products, including flavored vapor products.

Defines "flavored vapor product" as a vapor product that imparts a taste or aroma such as menthol, mint, fruit, chocolate, vanilla, candy, or dessert flavors, but excludes tobacco-flavored products.

Applies the ban prohibition only to vapor products containing 20 milliliters or less of nicotine or other substance, as defined under Michigan's youth tobacco act.

Clarifies that "taste or aroma" includes any food, drink, herb, or spice flavor but excludes tobacco product flavors.

Preserves the department's other existing authorities regarding research, training, advisory services, rule-making on public health matters, and contracting with other entities.
