Increases the maximum number of active registered electors in a single election precinct from 2,999 to 5,000 before mandatory division or consolidation is required.

Allows county, city, ward, township, and village election commissioners to consolidate election precincts for particular non-general November elections by resolution, subject to a 60-day advance notice requirement.

Requires consolidated precincts to not exceed 5,000 active registered electors and mandates notification to affected voters and posting of notices if consolidation involves precincts at different polling locations.

Updates voting machine allocation requirements to align with the new 5,000 elector threshold and applies the same requirements to precincts exceeding this limit.

Creates a permanent absent voter list system allowing qualified and registered electors to request placement on their city or township's permanent absent voter list and automatically receive absent voter ballot applications for all elections, with ability to request removal at any time.
