Allows local governments and land bank authorities to withhold payment from asbestos abatement or demolition contractors if they have entered into or are negotiating administrative consent orders or consent judgments with environmental regulators for violations within the preceding 12 months.

Requires all contracts between local governments or land bank authorities and asbestos abatement or demolition contractors involving asbestos abatement projects to include the withholding payment provision.

Payment may be withheld until the contractor provides verification that environmental violations have been corrected.

Mandates that asbestos abatement contractors, demolition contractors, and their subcontractors disclose to local governments or land bank authorities any active or pending administrative consent orders or consent judgments for environmental violations.
